SFL: Italy's 350-euro monthly benefit for jobseekers in Rome
350 euros a month for 12 months if you are aged 18β59, fit to work, and your household ISEE is under 6,000 euros. Here is how it works and what you need to do.
In a nutshell
The SFL (Supporto per la Formazione e il Lavoro β Support for Training and Employment) is a monthly benefit of 350 euros paid for 12 months. It is available to people aged 18β59 who are fit to work and whose household ISEE (income-and-wealth indicator used to qualify for means-tested benefits) is below 6,000 euros. In return, you must actively take part in training or job-search activities through the SIISL portal run by the Ministry of Labour. This is not an automatic payment β you earn it by showing up and participating.

Who can apply
The SFL targets a specific profile: a working-age person with no severe vulnerabilities in the household, in financial difficulty but able to look for work.
You qualify if:
- you are aged 18 to 59
- you do not have a certified severe disability
- you do not have children under 3 or dependent non-self-sufficient family members
- your household ISEE is 6,000 euros or below
If your household includes a minor, a disabled person, or someone over 60, the right benefit for you is not the SFL but the ADI (Assegno di Inclusione β Inclusion Allowance), which has higher thresholds (ISEE up to 9,360 euros) and a longer duration.
Non-EU foreigners can apply if they hold a long-term EU residence permit or have refugee/subsidiary-protection status, and have lived in Italy for at least 5 years, 2 of which must be continuous. An ordinary work permit is not sufficient.
How much you get and for how long
The amount is fixed: 350 euros per month, regardless of your household size or whether you pay rent. There is no top-up for children and no housing contribution. Over the full 12 months you can receive up to 4,200 euros in total.
The money is loaded onto an SFL Card issued by Poste Italiane, mailed to your home within 30β60 days of a positive decision.
The SFL can be combined with:
- Assegno Unico Universale (child benefit)
- Training internship grants through the SIISL pathway (up to an additional 350 euros/month)
- Social bonuses on electricity, gas, and water bills
- Rent subsidies from the Comune di Roma
You cannot receive it at the same time as NASpI (Italy's unemployment benefit), DIS-COLL (the equivalent for project-based workers), or any pension. It also cannot be combined with the ADI β the two benefits are mutually exclusive.
What you must do in return
The SFL is not a passive handout. Receiving it requires completing a structured multi-step process.
Step 1 β Get your ISEE: Request the DSU declaration and ISEE from a CAF (free assistance offices for tax forms and benefits applications) or through the INPS portal. Confirm it is 6,000 euros or below.
Step 2 β Submit your SFL application: Apply online through the dedicated INPS SFL page using your SPID (Sistema Pubblico di IdentitΓ Digitale β Italy's digital identity for accessing online public services), CIE (Carta d'IdentitΓ Elettronica β Italian electronic ID card), or CNS. Alternatively, go to a free Patronato (free union-run office helping with social-security and immigration paperwork): ACLI, INCA-CGIL, ITAL-UIL, or INAS-CISL.
Step 3 β Register on SIISL and sign the PAD: Right after applying, log in to siisl.lavoro.gov.it with your SPID or CIE. Fill in your professional profile, sign the PAD (Patto di Attivazione Digitale β Digital Activation Pact), and commit to at least 3 training programmes offered by the platform. Without a signed PAD, no payment will be made even if your application is approved.
Step 4 β Attend the job centre: Within 30 days your local Centro per l'Impiego (public job centre) will invite you in to draw up a PSP (Patto di Servizio Personalizzato β Personalised Service Agreement) β a tailored plan setting out mutual commitments: skills to develop, courses to attend, and milestones to hit.
Step 5 β Participate actively: Over the 12 months you must complete at least one of the following: a vocational training course at a Regione Lazio-accredited provider, an extracurricular internship, a community-utility project (PUC) organised by the Comune di Roma, or job-placement support at an accredited employment agency.
If you turn down 2 suitable job offers (matching your skills, within 80 km of home, with pay in line with the relevant collective agreement), you lose the SFL.

Mistakes to avoid
- Do not skip signing the PAD on SIISL. Without the signed Digital Activation Pact, an approved application does not translate into a payment. This is the step most often forgotten.
- Do not fail to report a new job within 15 days. If you find work during the 12 months, you must notify INPS. Once your cumulated income exceeds the threshold, the SFL lapses. Failure to report exposes you to repayment demands.
- Do not miss job-centre appointments. Two unexcused absences lead to automatic loss of the benefit. Keep those dates free, and if something comes up, let the job centre know immediately.
Special cases
You turn 60 during the 12-month period? The SFL continues until its natural end. Once it expires, you may be eligible to switch to the ADI if you meet the conditions by then (being over 60 is one of the triggers that opens access to ADI).
You are a refugee and do not yet speak Italian? Many training providers offer Italian as a second language (L2) courses that count as a valid SFL activity. The CPIA (Centri Provinciali per l'Istruzione degli Adulti β adult-education centres) also offer free recognised courses. Your PSP can set language skills as the first milestone.
You are a lone mother with a child under 3? You do not qualify for the SFL: the law recognises caring for a child under 3 as a situation of vulnerability. The right benefit for you is the ADI.
You find work during the 12 months? You can combine employment income with the SFL up to the allowed threshold. Beyond that threshold, the SFL lapses β but by then you are already in work.
