INPS Fixed Contributions for Sole Traders and Artisans: Amounts, Deadlines, and Pitfalls
Even if you earn nothing, INPS bills you every year. Here are the 2024 amounts, the four payment deadlines, and the mistakes that can cost you dearly.
In a nutshell
If you're a craftsperson or a sole-trader retailer/merchant with an individual Partita IVA (Italian VAT number — required to invoice as a self-employed worker), INPS (Italy's social-security agency — pensions, unemployment, family benefits) charges you a social-security contribution every year regardless of what you earn: even if your business ran at a loss, even if you were idle for months. These are called "minimum contributions" (minimali), and in 2024 they amount to roughly €4,427 for artisans and €4,515 for traders/merchants. Knowing the rules and deadlines saves you from hefty penalties.

Why INPS bills you even when you earn nothing
The IVS (Invalidità, Vecchiaia, Superstiti — disability, old-age, survivors) pension fund for artisans and traders works on a pay-as-you-go basis: the contributions you pay today fund the pensions of current retirees. To keep the system sustainable and to guarantee you a minimum pension entitlement, the law requires every registered member to contribute on a notional minimum income, even if their real income is zero or negative.
The logic is simple: if you've opened a sole proprietorship and registered with the Chamber of Commerce, your business legally exists and could in principle generate income. INPS treats you as earning at least that minimum, and bills you accordingly.
In 2024, the notional minimum income (minimale) is set at €18,415. The contribution rate applied is 24% for artisans and 24.48% for traders, plus a small surcharge for maternity benefits and, for traders, a business-closure indemnity fund.
How much you pay based on your income (artisans, 2024)
If you earn less than the minimum threshold, you pay the fixed minimum regardless. If you earn more, you pay the fixed minimum plus a percentage on the excess.

Once income exceeds €52,190, a higher rate kicks in: contributions on the excess jump from 24% to 26% for artisans and from 24.48% to 26.48% for traders.
The four fixed instalments and the variable balance
Contributions on the minimum are paid in four equal instalments using the F24 form:

The F24 reason code is AP for artisans and CP for traders.
If your actual income exceeded the minimum, you also pay a balance and advance payments on the excess, tied to your annual tax return on roughly the same schedule as IRPEF (Italian personal income tax): the balance for the previous year plus the first advance by 30 June, the second advance by 30 November. The reason code for the excess is AF (artisans) or CF (traders).
How your INPS account is set up
You don't need to do anything separately: registration with the IVS fund happens automatically when you open your Partita IVA and register with the Rome Chamber of Commerce via the ComUnica electronic filing. The data goes straight to INPS, which opens your contribution account and sends you a letter within 30–60 days containing your business registration number (matricola).
To manage your account online, log in with SPID or CIE at inps.it → Cassetto Previdenziale Artigiani e Commercianti (your social-security dashboard for artisans and traders): you'll find deadlines, pre-filled F24 forms, and your full payment history.
35% discount if you're on the flat-rate tax regime
If you apply the regime fiscale forfettario (Italy's flat-rate tax regime, Legge 190/2014), you can ask INPS for a 35% reduction on all contributions — both on the minimum and on any excess. The minimum drops from roughly €4,427 to roughly €2,878 per year: a saving of about €1,550.
The discount is not automatic: you must apply via the INPS portal by 28 February of the year for which you want the relief. Miss that deadline and you have to wait until the following year.
Bear in mind that paying 35% less in contributions means accruing 35% less towards your pension pot. You'll still be entitled to a pension, but the monthly amount will be proportionally lower.
Mistakes to avoid
- Assuming zero income means zero contributions. The minimum is always due, even if your income is zero or your business is in the red. The only way to stop paying is to formally close your business.
- Not notifying INPS when you stop trading. If you stop working but don't officially close your Partita IVA and deregister from the Chamber of Commerce and INPS, contributions keep accumulating.
- Ignoring INPS debts. Penalties run at 8.75% per year on the amount owed. If INPS registers the debt for collection, a cartella esattoriale (tax-collector's demand notice) arrives with added charges and interest, and you risk wage garnishment and the loss of your DURC (certificate showing a business is up to date with social-security contributions — required for public contracts and many licences).
Special cases
Did you open your Partita IVA part-way through the year? Minimum contributions are calculated pro-rata: if you opened in July, you owe only 6/12 of the annual minimum.
Were you ill or on maternity leave? Minimum contributions are still due during those periods. INPS does pay a sickness and maternity benefit, but it doesn't waive the contributions.
Do you have family co-workers? A spouse or children who regularly work in the business must register as coadiuvanti (assisting family members) and pay their own contributions, even if they receive no formal wage.
Is your business seasonal? There's no special regime for seasonal businesses: you pay the full annual minimum even if you only operate for four or five months a year.
Do you have old INPS debts? You can request an instalment plan of up to 24 payments (or 36 in hardship cases) via form SC42 on the INPS portal, or renegotiate the collection order with Agenzia delle Entrate (Italy's tax-revenue agency)-Riscossione for up to 120 instalments.
