The Real Cost of Keeping a Partita IVA in Rome: What You Pay Each Year

Between INPS contributions, an accountant, and taxes, a flat-rate Partita IVA costs €1,500–9,000 per year. Here is every line item, with practical examples and the deadlines you cannot miss.

Holding an active Partita IVA (Italian VAT number — required to invoice as a self-employed worker) means paying fixed costs every year, regardless of how much you earn. Under the flat-rate (forfettario) regime, the total runs between €1,500 and €9,000 a year; under the standard (ordinario) regime it is €3,000 to €20,000 or more. The biggest slice is INPS (Italy's social-security agency — pensions, unemployment, family benefits) contributions, followed by accountant fees. Knowing these numbers lets you set aside the right amount from every payment you receive.

Your accountant: what it actually costs

An accountant is often the first variable cost of a Partita IVA. Average prices in Rome:

  • Simple flat-rate (no employees, no property income): €500–1,200/year. Includes invoice register, Modello Redditi (Italy's annual income-tax return) with the LM section, tax calculation, and deadline management.
  • Flat-rate with high revenue or many invoices: €1,200–2,000/year
  • Standard simplified (self-employed professional, no employees): €1,500–3,500/year
  • Standard with employees: €3,000–5,000/year as a base, plus €300–500 per employee for payroll

Quotes below €350–400 for a flat-rate Partita IVA are a warning sign of incomplete service. Always ask for a written quote that lists exactly what is included.

If your situation is simple, cheaper alternatives include CAF (free assistance offices for tax forms and benefits applications) or patronati (€200–500/year for a flat-rate Modello Redditi) and online accounting software such as Fattureincloud or Aruba (€200–600/year) — though with the software route you give up human advisory support.

INPS contributions: the heaviest item

Gestione Separata (consultants, freelancers, professionals without a private fund)

The 2025–2026 rates are:

  • 26.07% of taxable income if you have no other pension coverage
  • 24% if you already have other coverage (e.g. an employee who also holds a secondary Partita IVA)

There is no compulsory minimum: you pay only on actual income. The ceiling is €120,607 (2025). Payment: balance + 1st advance by 30 June, 2nd advance by 30 November, via F24 electronically.

Concrete example: on an income of €20,000 you pay 20,000 × 26.07% = €5,214/year.

INPS Artigiani (craftspeople and tradespeople)

Fixed minimum contribution 2025: approx. €4,515/year (IVS 24% on the minimum base of €18,555 + 0.62% maternity), paid in 4 instalments: 16 May, 20 August, 17 November, 16 February. Income above €18,555 attracts an additional 24%, and 25% above €55,448. Reductions of 35% apply for under-21s and 50% for pensioners over 65.

INPS Commercianti (retailers and traders)

Fixed minimum contribution 2025: approx. €4,604/year (24.48% on the minimum base + 0.62% maternity + 0.48% termination indemnity). Same payment dates as craftspeople.

Private professional funds (casse professionali)

For professionals with a licensed register and a dedicated fund, minimums vary significantly: Cassa Forense (lawyers) approx. €3,355 subjective + 2% integrative; INARCASSA (architects and engineers) approx. €2,560 + 4% integrative; CNPADC (accountants and bookkeepers) approx. €2,965; Rome Medical Board €256/year membership fee, plus variable ENPAM contributions.

Taxes: how the calculation works

Flat-rate regime (regime forfettario)

The substitute tax (imposta sostitutiva) is calculated as follows:

  1. Take your annual revenue
  2. Multiply by the profitability coefficient for your ATECO sector code (ranges from 40% to 86%)
  3. Subtract the social-security contributions paid during the year
  4. Apply 5% (start-up rate: new activity, no Partita IVA in the previous 3 years) or 15% from the sixth year onwards

Example: a web designer (ATECO 74.10, coefficient 78%), revenue €25,000. Taxable income: €19,500. INPS Gestione Separata contributions: €5,084. Tax base: €14,416. Tax at 5%: approx. €721. Total including INPS, accountant (€800), and software (€108): approx. €6,713, or 27% of revenue.

Standard regime (regime ordinario)

IRPEF (Italian personal income tax) brackets 2025–2026:

  • 23% up to €28,000
  • 35% from €28,001 to €50,000
  • 43% above €50,000

Add the Lazio regional surcharge (1.73–3.33%) and Rome's municipal surcharge (0.9% above €12,000).

Standard IVA (Italian VAT) is 22% (10% for restaurants and hotels, 5% and 4% for specific other goods). Paid quarterly (16 May, 16 August, 16 November, 16 March) with a 1% interest add-on, or monthly.

Other costs to factor in

Annual Chamber of Commerce fee (diritto annuale della Camera di Commercio) — only if you are registered in the Business Register: €88 for flat-rate sole traders, €120 for standard, higher amounts for companies. Deadline: 30 June via F24. You can use the CCIAA Roma calculator.

Revenue stamp on invoices (marca da bollo): €2.00 on each flat-rate invoice (VAT-exempt) above €77.47. You may charge it to the client as a separate line item.

Electronic invoicing software: mandatory since 2024 for all flat-rate holders, no exceptions. The free option is the "Fatture e Corrispettivi" service on the Agenzia delle Entrate portal. Private platforms (Aruba, Fattureincloud, FattureSemplici) cost between €4 and €25 per month.

PEC (certified email — legally valid in Italy): mandatory for sole traders, strongly recommended for professionals. Cost: €5–15/year.

INAIL (Italy's workplace-injury insurance institute): mandatory for craftspeople even without employees. Minimum premium 2025: approx. €250–300/year. For consultants and professionals with no physical risk it is not compulsory.

Mistakes to avoid

  1. Not setting money aside for taxes. The practical rule is to keep 30% of every payment in a separate account. People who receive €3,000 and spend it all find themselves without cash come June.
  2. Skipping the November payment. The second advance is mandatory, not optional. Pay it late and you face the ravvedimento operoso (voluntary-disclosure penalty regime) with fines and interest.
  3. Confusing INPS and Agenzia delle Entrate. They are two separate agencies with two separate payments, both via F24 but with different tax codes. Your accountant handles both, but it is useful to know they are distinct.
  4. Not issuing electronic invoices. Mandatory since 2024 for all flat-rate holders, no exceptions. The penalty runs from €250 to €2,000 per missing invoice.
  5. Forgetting the €2 stamp on flat-rate invoices above €77.47. Responsibility lies with the person issuing the invoice.

Special cases

Reducing the 2nd advance payment: if you expect this year's income to be lower than last year's, you can pay the advance on your projected income rather than the historical figure. This applies to both the flat-rate and standard regimes, but discuss it with your accountant first — an overly optimistic estimate can trigger penalties.

Instalment plan for the June balance: you can split the June balance into up to 7 monthly instalments through to November, at 0.33% interest per month. Useful when cash flow is tight.

Digital archiving of invoices: legally required for 10 years. The Agenzia delle Entrate service is free and accessible from the "Fatture e Corrispettivi" portal.
