Municipal Maternity Allowance in Rome: Guide for Foreign Mothers

A one-off €2,020.85 payment for new mothers who don't receive INPS maternity pay. Who qualifies, what documents you need, and how to apply within 6 months.

The Municipal Maternity Allowance (Assegno di MaternitΓ  dei Comuni) is a one-off payment of €2,020.85 (2026 figure) for mothers who do not receive INPS (Italy's social-security agency β€” pensions, unemployment, family benefits) maternity pay β€” typically because they are not working or have worked very little. INPS pays the benefit in five monthly instalments of €404.17, but the application is submitted to your Comune (city hall / municipality). Foreign mothers can also receive it, provided they hold the right type of residence permit and meet the household income limit.

Who can apply

You must meet all four conditions at the same time.

You are the child's mother (by birth, adoption, or pre-adoptive foster care) and you had registered residence in Rome at the time of the birth or adoption.

Your household ISEE for minors (2026) is below €20,382.90. The ISEE must include the newborn or adopted child and must be valid at the time you submit the application.

You are not receiving other INPS maternity pay. If you are receiving it but the amount is less than €2,020.85, you can claim the differential top-up β€” the difference between what you get and the full allowance.

You hold the right type of residence permit. Italian citizens and EU nationals face no permit conditions. Non-EU nationals need one of the following:

  • EU long-term residence permit (permesso di soggiorno UE per soggiornanti di lungo periodo, the former carta di soggiorno)
  • Recognised refugee status or subsidiary protection
  • Single work permit (permesso unico lavoro) β€” extended by Constitutional Court ruling no. 67/2022 to include work or family-reunification permits of at least 6 months
  • Family residence card of an EU citizen

If your permit is pending renewal, you can use the postal renewal receipt together with the expired permit.

Documents you need

  • Valid identity document or passport
  • Eligible residence permit (front and back) or postal renewal receipt
  • Codice Fiscale (Italian tax ID β€” your personal 16-character code, used for almost everything) for you and the child
  • Birth certificate or self-declaration
  • ISEE for minors 2026 β€” must be valid (DSU form + INPS certificate)
  • IBAN in your name (current account, savings account, or BancoPosta account β€” not in someone else's name; a joint account with your husband is fine)
  • Your partner's identity document, if you live together and they hold an EU long-term permit
  • Court ruling, if the case involves adoption

How to apply, step by step

First: get your ISEE for minors. Go to a free CAF (free assistance offices for tax forms and benefits applications) β€” ACLI, CGIL, CISL, UIL β€” with your documents, the tax IDs of all household members, bank statements at 31/12/2024, and proof of 2024 income. The CAF completes the Unified Substitute Declaration (Dichiarazione Sostitutiva Unica) on your behalf, and within 10–15 days your ISEE certificate will be available to download at inps.it in the MyINPS area.

Then submit the application to the Comune within 6 months of the birth. The deadline is absolute: one day late and you lose the entitlement. You have three options:

  • Online at the Roma Capitale portal using SPID (Italy's digital identity for accessing online public services), CIE (Italian electronic ID card), or CNS: upload the form and supporting PDF documents, available 24 hours a day.
  • In person at your Municipio desk: go to the Social Services office of your Municipio of residence. The officer stamps the application and forwards it to the Department of Social Policy (Viale Manzoni 16, tel. 06 671070405).
  • Through a free Patronato (Patronato β€” free union-run office helping with social-security and immigration paperwork): ACLI (Via Marcora 18/20), CGIL (Via Buonarroti 51), CISL (Via P. Tacchini 11), UIL (Via Po 162) submit the electronic application on your behalf at no charge.

The Comune processes the application in 30–60 days, checking your residence, permit, ISEE, and absence of other benefits. Once everything is in order, it forwards your name to INPS.

INPS pays in 5 monthly instalments of €404.17 by bank transfer to your IBAN. From the time INPS receives the municipal list, the first payment typically arrives within 60–120 days.

Mistakes to avoid

  1. Don't leave it to the last moment. The 6-month deadline from the birth is absolute β€” there are no extensions. Start gathering documents right after delivery.
  2. Don't use an expired ISEE or one that doesn't include the newborn. The ISEE must cover the new child and be valid when you apply. If it expires during processing, renew it immediately.
  3. Don't provide an IBAN in someone else's name. INPS does not accept accounts held by your husband or a third party. The account must be in your name alone (a joint account is fine).
  4. Don't pay a private agency. The application is free: accredited CAFs and Patronatos charge nothing.
  5. Don't confuse this allowance with the Universal Child Allowance (Assegno Unico Universale). The AUU is a monthly benefit claimed directly from INPS that runs until the child turns 21. The Municipal Maternity Allowance is a one-time payment tied to the birth, applied for through the Comune.

Special cases

You are a non-EU national with a standard permit (not an EU long-term permit). Following Constitutional Court ruling no. 67/2022, the benefit now extends to mothers holding a work permit (permesso unico lavoro) of at least 6 months. If the Comune rejects your application on the grounds that you lack an EU long-term permit, you can lodge an administrative appeal within 30 days or take the matter to court.

You are an asylum seeker, not yet granted protection. The allowance is not available until the Territorial Commission has recognised your refugee status or granted subsidiary protection. From the moment of recognition, if your child has already been born, you can apply β€” subject to the 6-month deadline running from the date of birth.

Twins or triplets. The allowance is paid per child: twins entitle you to two payments (€4,041.70 total in 2026); triplets to three.

International adoption. The 6-month period runs from the date the child joins the family (when the adoption decree is transcribed in the civil register), not from when the overseas adoption was finalised.

The mother has died. The father or whoever holds parental responsibility can claim instead, provided they meet the residence, permit, and ISEE requirements.

Child born in December 2025, application submitted in May 2026. The amount applied is the one in force in the year of birth (€1,969.08 in 2025), not the year of application.
