In a Nutshell

Opening a Partita IVA (Italian VAT number — required to invoice as a self-employed worker) means you also have to register with INPS (Italy's social-security agency — pensions, unemployment, family benefits) and pay social-security contributions. But there is not one single scheme: the right one depends on what you actually do. The key difference is stark — the Gestione Separata has no fixed minimum contribution (if you earn nothing, you pay nothing), while the Artigiani and Commercianti funds carry a fixed charge of roughly €4,400–4,500 per year even on zero income.

Which Scheme Covers You

The choice is not yours to make freely: your ATECO code (Italy's standard activity classification code) and your Chamber of Commerce registration determine which fund you join.

Consultant, freelancer, or professional without a recognised order? Designer, web developer, coach, translator, copywriter, trainer, social media manager — if there is no autonomous professional fund for your category (such as Inarcassa for engineers or ENPAM for doctors), you go into the Gestione Separata INPS.

Do you run a craft-based business? Electrician, plumber, hairdresser, tailor, carpenter, car-repair shop, baker — if you are registered in the Albo Imprese Artigiane (craft-business register) at the Rome Chamber of Commerce, you join the Gestione Artigiani.

Do you trade goods or run a public establishment? Retail or wholesale trader, restaurant owner, bar manager, commercial agent, estate agent — you fall under the Gestione Commercianti.

Do you belong to a professional order with its own fund? Lawyers (Cassa Forense), doctors (ENPAM), engineers and architects (Inarcassa), accountants (CNPADC) and others do not register with INPS at all — they contribute to their own category fund instead.

Gestione Separata: The Main Features

Established by Legge 335/1995, this scheme covers professionals without their own fund, coordinated and continuous collaborators (Co.Co.Co.), company directors, statutory auditors, revisori (account auditors), PhD students on a fellowship, and research grant holders.

Contributions are calculated on income up to an annual ceiling of roughly €119,650 (2024): above that figure you owe nothing further. There is no minimum floor: if your income is zero, your contributions are zero.

You pay alongside IRPEF, in two tranches: the balance plus first advance payment by 30 June, the second advance by 30 November. The F24 payment code is P10 for professionals with no other pension coverage.

Gestione Artigiani e Commercianti (IVS): The Main Features

IVS stands for Invalidità, Vecchiaia e Superstiti (disability, old age, and survivors). Registration is mandatory within 30 days of starting activity, via ComUnica at the Rome Chamber of Commerce or directly through the INPS portal.

2024 Rates:

  • Craftsmen: 24% (23.25% for under-21 collaborators); a 2% surcharge applies on income above €52,190.
  • Traders: 24.48% (includes 0.48% for the business-closure indemnity fund); same 2% surcharge above €52,190.

The crucial difference from Gestione Separata is the fixed minimum contribution: even if you have earned nothing, you owe contributions calculated on a notional minimum income of roughly €18,415 per year (2024). In figures:

The four fixed instalments fall due on 16 May, 20 August, 16 November, and 16 February of the following year. Contributions on income above the minimum are paid alongside IRPEF in June and November (F24 codes: AP/AF for craftsmen, CP/CF for traders).

The income ceiling for IVS is roughly €88,669 (2024), lower than the Gestione Separata ceiling.

Are you on the flat-rate tax scheme (regime forfettario) and registered under IVS? You can apply for a 35% reduction on contributions (Legge 190/2014 art. 1 c. 77). The application must be submitted by 28 February of the year for which you want the benefit, using form AP/I on the INPS portal.

INPS Offices in Rome

Rome has 11 territorial offices. The competent office is the one for your fiscal domicile. Find the address on the INPS portal. Office codes run from 7100 (EUR) to 8100 (Ostiense), covering Nomentano, Tuscolano, Aurelio, Casilino, Salario, Tiburtino, Flaminio, Montesacro, and Trionfale.

Mistakes to Avoid

  1. Assuming flat-rate freelancers pay no INPS contributions. Contributions are always due — in both Gestione Separata and IVS. The only relief for IVS flat-raters is the 35% reduction, but you must apply for it explicitly by 28 February.
  2. Not paying the IVS minimum. INPS will register the debt with penalties and interest. As long as you have outstanding tax bills (cartelle), you cannot offset tax credits either.
  3. Registering late with the Chamber of Commerce. Enrolment in the Albo Artigiani or the business register must happen within 30 days of starting activity. Delay triggers administrative fines and automatic ex-officio registration.
  4. Not notifying INPS of the start of activity. The omission counts as failure to declare contributions, with the corresponding penalties.

Special Cases

Company director or shareholder of an Srl: in some situations you may end up with dual registration — as a trader on the proportionate share of the company's profits, and in Gestione Separata on your director's fee. The case law is complex and turns on what work you actually perform in the company (confirmed by Court of Cassation ruling 3835/2017). Consult an accountant.

Employee who also opens a Partita IVA: you continue contributing as an employee (FPLD pension fund) and add Gestione Separata at the reduced 24% rate.

Retired person working as a freelance: Gestione Separata at 24%.

Co.Co.Co. with annual fees below €5,000: if payments from the same client stay below this threshold, the arrangement is treated as occasional self-employment (receipt with 20% withholding tax, no obligation to register with INPS). Once you cross the threshold, Gestione Separata registration becomes mandatory.

Foreign nationals with an Italian Partita IVA: the same contribution rules apply as for Italian residents. If you are an EU citizen, EC Regulation 883/2004 applies to prevent double contributions. For non-EU nationals, check whether Italy has a bilateral social-security agreement with your country of origin.

Contributory pension: all INPS members enrolled from 1996 onward receive a pension calculated on the purely contributory system — the total accrued pot multiplied by a conversion coefficient based on your age at retirement.
