CCNL: Italy's Collective Bargaining Agreements and Minimum Pay Explained

Retail, metalworking, construction, hospitality: a guide to Italian collective agreements, the 2026 minimum pay scales, and how to check whether your payslip adds up.

In a nutshell

A CCNL (Contratto Collettivo Nazionale di Lavoro — Italy's sector-wide collective bargaining agreement) is a deal struck between employer associations (such as Confcommercio for retail, or Confindustria for industry) and the main trade unions (CGIL, CISL, UIL, UGL). It sets the minimum pay for each job grade, working hours, holiday entitlement, the mandatory thirteenth monthly salary, and much more. Italy has over 900 CCNLs registered at the CNEL (Consiglio Nazionale dell'Economia e del Lavoro — Italy's national council for economic and labour affairs), though only around 100 of them cover the vast majority of workers.

Which CCNL applies to your employer?

The CCNL is not a free choice. Under art. 2070 of the Italian Civil Code, the applicable agreement is the one covering the sector in which the company actually operates day to day — regardless of its formal ATECO industry code or which employer association it belongs to.

The key criterion is the main business activity: what the company really does. If more than one CCNL could arguably apply, the one more favourable to the worker prevails.

Watch out for "pirate" CCNLs — agreements signed by fringe unions with little representative weight, often with lower minimum pay scales. INPS still calculates social-security contributions based on the minimum rates of the genuinely representative CCNL for the sector, even if the employer is using a different contract. To check whether an agreement is representative, look it up in the CNEL contract database and verify its CNEL code.

How to find your CCNL on the CNEL portal

The CNEL maintains the national archive of all collective agreements. Go to cnel.it/Archivio-Contratti/Ricerca-Contratti, filter by economic sector and contract status (vigente = currently in force), open the record, and download the full text including the pay tables. It's free.

Main CCNLs with 2026 minimum pay scales

Retail — Confcommercio (CNEL code F011)

Covers shops, supermarkets, e-commerce, travel agencies, and retail/wholesale trade in general. Signed by Confcommercio with Filcams-CGIL, Fisascat-CISL and Uiltucs-UIL. Expiry: 31/03/2027. Includes a thirteenth and fourteenth monthly salary.

Construction — ANCE (CNEL code E001)

Covers building companies, construction sites, plant installation, and restoration work. Signed by ANCE (the national builders' association) with Feneal-UIL, Filca-CISL and Fillea-CGIL. Expiry: 30/06/2027. Includes a thirteenth monthly salary and an EGR wage guarantee element. Unlike most sectors, it also requires contributions to the Cassa Edile (a sector-specific welfare fund for construction workers) and provides specific allowances for assignments away from base, work at height, and hazardous conditions.

Hospitality — Federalberghi/Fipe (CNEL code H001)

Covers hotels, restaurants, bars, travel agencies, beach resorts, and spas. Signed by Federalberghi and Fipe with Filcams-CGIL, Fisascat-CISL and Uiltucs-UIL. Expiry: 31/12/2027. Includes a thirteenth and fourteenth monthly salary, with significant supplements for shift work, nights (+30% from 22:00 to 06:00), public holidays (+25–50%), and Sundays (+30%).

Rights you have regardless of any CCNL

Even if your employer applies no collective agreement at all, Italian law guarantees you:

  • Proportionate and adequate pay (Italian Constitution, art. 36)
  • At least 4 weeks of paid annual leave (D.Lgs. 66/2003)
  • A daily rest period of at least 11 consecutive hours
  • Maximum working time of 48 hours per week averaged over 4 months
  • TFR (severance pay — Codice Civile art. 2120)
  • Mandatory maternity leave of 5 months plus parental leave

If the CCNL your employer applies falls below these statutory minimums, the law takes precedence. You can seek help from a trade union, a Patronato (free union-run office helping with social-security and employment paperwork — such as ACLI, INCA, ITAL, INAS), or the Labour Inspectorate (Ispettorato del Lavoro).

Mistakes to avoid

  1. Assuming you or your employer can freely pick any CCNL. The applicable agreement depends on the company's actual activity. Getting it wrong exposes the employer to backdated INPS contribution claims and wage-difference claims by workers going back five years.
  2. Accepting "off-the-books" payments below the minimum tabellare. Besides being illegal for tax purposes, it means you lose pension contributions that will matter decades from now.
  3. Thinking an expired CCNL no longer applies. A CCNL stays in force automatically until the new one is signed. When the new agreement is eventually signed, you are also entitled to any back pay it specifies retroactively.

Special cases

Checking whether your payslip is correct: look at whether it names the CCNL and your job grade (livello di inquadramento). Then go to CNEL, find your contract, and compare the base pay (paga base) with the minimum for your grade. If there is a gap, start by speaking to a trade union or Patronato.

Working as a self-employed contractor (Partita IVA) for a single client? Watch out for what Italian law calls "falsa Partita IVA" (bogus self-employment): if the arrangement has the hallmarks of employed work — fixed hours, tools supplied by the client, no entrepreneurial risk — a court can reclassify it as an employment contract and apply the relevant CCNL retroactively.

Your employer uses a CCNL you don't recognise? Take the contract name from your payslip, find its CNEL code, and check whether it is among the representative agreements. If you can't find it, or its minimum rates are significantly lower than the industry norm, it may be a pirate CCNL.
