Italy's €800 Birth Grant (Bonus Mamma Domani): How to Apply in Rome

€800 from INPS for every birth, adoption or foster-to-adopt placement. You can apply as early as the 7th month of pregnancy, it's free through a patronato, and no means-test is required.

In a nutshell

The Premio alla Nascita — also known as "Bonus Mamma Domani" — is a one-off €800 payment from INPS (Italy's social-security agency — pensions, unemployment, family benefits) paid to the mother on the birth of a child, an adoption, or a foster-to-adopt placement. No means test is required: this is a universal entitlement regardless of income. Applications are submitted online with SPID (Italy's digital identity for accessing online public services) or through a free Patronato (free union-run office helping with social-security and immigration paperwork), and the benefit has been available since 2017.

Who is entitled

The grant goes to mothers resident in Italy, regardless of income:

  • Italian citizens
  • EU citizens
  • Non-EU citizens holding a long-stay residence permit, a work-related permit (even shorter than one year, following Constitutional Court ruling n. 54/2022), a family-reunification permit with an EU citizen, or refugee or subsidiary-protection status

Only the mother can apply. The father can apply only if the mother has died, has abandoned the child, or in cases of single-father adoption or foster-to-adopt placement.

Qualifying events (from 1 January 2017 onwards):

  1. Reaching the 7th month of pregnancy (after the 27th week)
  2. Birth of the child
  3. National or international adoption
  4. Foster-to-adopt placement

The grant is paid once per event: if you have twins, you receive €1,600 (€800 per child). If you already claimed at the 7th month, you do not claim again at birth — these count as the same event.

Documents you need

Applying at the 7th month of pregnancy:

  • Medical certificate from your ASL (Azienda Sanitaria Locale — your local public-health authority) gynaecologist or your GP, stating the expected due date, pregnancy start date, and confirmation that the 7th month is complete

  • Mother's identity document

  • Mother's Codice Fiscale (Italian tax ID — your personal 16-character code)

  • IBAN for payment

  • Residence permit (non-EU citizens)

Applying after the birth:

  • Birth certificate (or self-declaration with the registration details)
  • Mother's identity document
  • Child's Codice Fiscale
  • IBAN

Applying after adoption or foster-to-adopt placement:

  • Tribunal decree (domestic adoption), decree from CAI (international adoption), or foster-to-adopt placement order
  • Adopting parent's identity document
  • Child's Codice Fiscale
  • IBAN

How to apply

Option 1 — Online (recommended). Log in to the INPS portal with SPID (level 2), CIE (Italian electronic ID card) or CNS (health card with chip). Go to the "Premio alla nascita" section, fill in your details, attach the medical certificate if you're at the 7th month, enter your IBAN and submit. Download and keep the receipt with your protocol number.

Option 2 — Free patronato. If you don't have SPID or prefer face-to-face help, any patronato across Rome can file the application on your behalf. Main offices include: ACLI (Via Marcora 18–20), INCA-CGIL (Via Buonarroti 12), ITAL-UIL (Via Po 162), INAS-CISL (Via Pomponazzi 7), EPACA-Coldiretti (Via XXIV Maggio 43), EPASA-CNA (Piazza Mariano Armellini 9A). The service is completely free — they submit the application in your name and hand you the receipt. The full list of patronati is on the Ministry of Labour website.

Option 3 — INPS Contact Centre. Call 803 164 (free from a landline) or 06 164 164 (from a mobile, standard operator rates). Hours: Mon–Fri 8:00–20:00, Sat 8:00–14:00.

Option 4 — INPS Mobile app. Available on iOS and Android; the procedure mirrors the web portal.

Watch the deadlines. You can apply from the 28th week of pregnancy, and you have up to 12 months from the birth or adoption. Miss that window and the application is automatically rejected — no extensions are granted.

Family health centres (Consultori familiari ASL Roma) can issue the medical certificate you need for the 7th-month application: ASL Roma 1 (Districts 1, 2, 13, 14, 15), ASL Roma 2 (Districts 4–9), ASL Roma 3 (Districts 10–12). Full list at Salute Lazio.

Mistakes to avoid

  1. Don't wait for the birth if you're already at the 7th month. You can — and should — apply as soon as the 7th month is complete, using the medical certificate, without waiting for delivery.
  2. Don't forget your IBAN. Without bank details the transfer cannot be processed. If you don't have a bank account, you can open a BancoPosta account at no cost.
  3. Don't miss the 12-month deadline. It is absolute — no extensions, no exceptions. Late applications are rejected outright.
  4. Don't pay anyone to file the application. Patronati provide this service for free. Any "agency" charging a fee for this paperwork should be avoided.
  5. Keep your receipt with the protocol number: you'll need it to track your application status and to file an appeal if necessary.

Special cases

Non-EU mothers with a work permit. Following Constitutional Court ruling n. 54/2022, mothers holding a single work permit valid for less than one year are now entitled to the grant. INPS updated its operational guidelines accordingly.

Pregnancy loss after the 28th week. If the baby was born alive — even if it died shortly after — you are entitled to the grant. A medical certificate attesting the event is required. Losses before 28 weeks do not qualify.

Twins. Submit a single application listing the number of children. If the 7th-month scan showed one foetus and a twin is born, you can file a second application with the post-birth certificate for the second child.

Underage mothers. They are entitled to the grant, but the application must be submitted by the legal representative (the minor's parents) or the appointed guardian.

No payment after 90 days. Check the status of your application in the "Le mie domande" (My applications) section of the INPS portal. If it shows "respinta" (rejected), read the reason. You can file an administrative appeal within 90 days to the Comitato Provinciale INPS di Roma, or a court appeal at the Tribunale di Roma — Sezione Lavoro e Previdenza within one year. Patronati will assist you free of charge at this stage too.
