Opening a Bank Account or Postepay with Only a Permit-of-Stay Receipt in Rome
Only have the postal receipt from your permit application? You can still open a bank account or a Postepay Evolution. The receipt carries the same legal weight as the permit itself. A practical guide for Rome.
In a nutshell
You can open a bank account or a Postepay card with nothing more than the postal receipt from your permit-of-stay application or renewal kit. A 2007 circular from the Ministry of the Interior (Circular n. 17272/7) establishes that this receipt carries the same legal validity as the final permit until the permit is actually issued. Some banks push back — which is unlawful — but knowing your rights changes everything.

What the law accepts as valid documentation
When you open a bank account in Italy, the bank must verify your identity and your right to stay in the country under Italy's anti-money-laundering rules (D.Lgs 231/2007). For non-EU citizens this normally means presenting a permesso di soggiorno (residence permit for non-EU citizens). But if the permit is pending or being renewed, you still have valid documents:
A valid, unexpired residence permit. The simplest situation — every bank and post office accepts it without question.
The postal receipt from the kit. There are three types of receipt:
- the registered-post receipt (a slip with the kit's tracking code): legally equivalent to the permit
- the appointment notice from the Questura (police headquarters — also issues residence permits) for photo and fingerprints
- the renewal voucher issued when your existing permit is nearing its expiry
All three are legally valid. In practice the registered-post receipt is the most widely recognised. Bring the original and a photocopy.
A long-term EU residence permit. This has no expiry date and is treated as equivalent to permanent residence — no issues expected.
A provisional permit for asylum seekers, the Modello C3 form, or an asylum-application certificate. You have the same right to a bank account as any legal resident (D.Lgs 142/2015).
Which product to choose
If you only have the kit receipt and want to get started right away, the easiest option is the Postepay Evolution: it comes with an IBAN, lets you receive salaries and make bank transfers, and Poste Italiane has standardised procedures for foreigners presenting a kit receipt. The card is issued the same day at the counter.

The Postepay Standard has no IBAN: you can spend and top it up, but you cannot receive bank transfers or salary payments. If you need an IBAN, go for the Evolution or a basic account.
Step-by-step: how to open the account
Choose where to go. The providers most consistently open to the kit receipt are Poste Italiane, Banca Sella, Hype, and certain branches of Intesa Sanpaolo, UniCredit, and BPER. Online-only banks tend to be stricter — they usually require the final permit for the video-identification step.
Get your documents together. The more you bring, the smoother the process. Aim to bring: original passport, kit receipt (original and copy), visa (if you recently entered Italy), Codice Fiscale, proof of Italian address (lease agreement, hospitality letter, or reception-centre certificate), your previous expired permit if this is a renewal, the Questura appointment notice if you have one, and — if available — an employment contract or pay slip.
Anti-money-laundering check. The bank is legally required to run a KYC (Know Your Customer) interview: who you are, where you come from, where your money comes from, what transactions you plan to make. This is not discrimination — every single customer goes through the same process. Answer honestly.
Sign the contract. You will receive the pre-contractual information document, the terms and conditions, and the all-in cost indicator (ISC). You have 14 days to withdraw from the contract without any penalty.
When the final permit arrives. You are required to bring a copy of the permit to the bank within 30 days of collecting it. If you don't, the bank can temporarily suspend your account.
Mistakes to avoid
- Don't accept a refusal based solely on the kit receipt. It is unlawful. Ask for a written refusal with a stated reason and the manager's signature, then report it to the Arbitro Bancario Finanziario (ABF — Italy's free banking arbitration service) at arbitrobancariofinanziario.it (free or €20) or to Banca d'Italia. You can also report to UNAR (tel. 800 90 10 10) if you believe there is discrimination involved.
- Never give your IBAN or card to strangers. Anyone who asks you to receive money into your account and forward it elsewhere is using you for money muling — this is a serious crime under art. 648-bis of the Italian Penal Code (money laundering), and you could be investigated too.
- Don't use paid intermediaries who promise to open an account for you for €50–100. Bank and post-office accounts can only be opened in person, by you, at a branch. Never leave your documents or card as a guarantee with anyone.
Special cases
The kit receipt is old and the permit still hasn't arrived. Check the status of your application on portaleimmigrazione.it using the tracking code on your receipt. If the permit is still being processed, the receipt remains valid until it is issued.
Your old permit has expired and you've submitted the renewal kit. The new kit receipt plus the expired permit together constitute valid documentation. Renewing your permit preserves continuity of legal residence (D.Lgs 286/1998 art. 5, c. 9-bis).
You are an asylum seeker without a provisional permit yet. The Modello C3 form and the asylum-application certificate may be sufficient. Poste Italiane has dedicated procedures; Banca Etica (Via dei Salesiani 30, Rome) is also particularly welcoming.
You have a short-term permit (3–6 months). You can open a Postepay Evolution or a basic account. Mortgages or overdraft facilities require a longer-duration permit.
You are married to an Italian citizen and waiting for your family-based permit. The registered-post receipt for the family-reunification permit application is sufficient. Alternatively, you can become a co-holder on your spouse's account.
The bank asks for a guarantor or an employer's letter. This is not a legal requirement — it is a practice some banks adopt to reduce their own risk. You can accept it or simply go to a different bank.
